A card game long before it was anything else
The oldest surviving tarot cards are the hand-painted Visconti-Sforza decks made for the ruling house of Milan in the mid-fifteenth century. They were produced for tarocchi, a trick-taking game in which a suit of illustrated trumps outranks the ordinary suits. That game never disappeared. French tarot and Austrian tarock are still played today with the same structure by people who have no interest whatsoever in fortune-telling.
Divination arrives three centuries later. In 1781 the French writer Antoine Court de Gebelin announced that the deck preserved the lost wisdom of Egyptian priests, a claim supported by no evidence and later demolished by the actual decipherment of hieroglyphs. It was wildly successful regardless. A Parisian named Jean-Baptiste Alliette, writing as Etteilla, produced the first deck designed for reading, and in the following century Eliphas Levi tied the twenty-two trumps to the Hebrew alphabet, wiring tarot into Western occultism permanently.
The deck most people picture was published in 1909 by Arthur Edward Waite and painted by Pamela Colman Smith, both members of the Golden Dawn. Smith's decision to illustrate every card, including the numbered pip cards, is precisely why modern reading works by interpreting scenes rather than memorising lists. She was paid a flat fee, credited faintly, and died with very little money.
The pictures still do real work
The Wheel of Fortune was never an occult invention. It is the Rota Fortunae of medieval Europe, given its lasting shape by Boethius, who wrote about Fortune turning her wheel while he waited for execution. The Tower descends from older images of divine destruction, and the Star that follows sits exactly where a story needs relief. The Moon has always been the card of things half-seen and half-imagined, and the Sun is the one card almost nobody minds drawing.
No painted card knows your future. What a well-made deck does is hand you an image and ask what you find in it, and people are reliably good at locating their current worries inside a picture. That is a real technique with a nonsense explanation bolted on the side, and telling the two apart costs nothing at all.
